“Resolving HLP Issues with Durable Solutions” is a report developed through a mix of primary and secondary research, focusing on three country cases: Somalia, Yemen, and Nigeria. Key-informant interviews were conducted with CCCM and Housing, Land, and Property (HLP) experts from these countries and from the global CCCM cluster. These interviews, along with internal documents, grey literature from other practitioners, and external literature, have been thematically analysed with an aim of answering the question “How can HLP issues be addressed by implementing durable solutions?”
The report begins with an executive summary, background information, and methodology before moving to specific sections on each of the three country case studies. It then synthesises key HLP issues seen across the contexts and discusses some of the ways the CCCM team is currently addressing these issues with a focus on durable solutions, or ways that they could do so in the future. It concludes with a discussion of recommendations and best practices as seen throughout the research process.
