Following its formal activation on 22 March 2021, CCCM is now a stand-alone cluster and has transitioned from being Site Management Support Working Group (SMS-WG) under the Protection Cluster.

As of 05 April 2021, The Government of Ethiopia has designated the Ethiopia Disaster Risk Management Commission (EDRMC) as the focal agency for CCCM and has now designated a national level focal person. CCCM is currently co-coordinated by two UN agencies IOM and UNHCR and ANE representing the national NGOs.

Country synopsis

Ethiopia's humanitarian landscape is marked by a significant number of internally displaced persons (IDPs), with reports (DTM Data – January 2024) indicating approximately 3.36 million individuals, across the regions particularly Somali, Oromia, Amhara and Tigray, Benishangul Gumuz and South Ethiopia regions. The displacement crisis is primarily driven by conflict, with a notable peak in the beginning of 2021, and many IDPs have remained in protracted situations over the years. The complex humanitarian crisis is compounded by natural disasters like drought, floods, and landslides, which consequently continue to displace the communities requiring immediate humanitarian support. Despite efforts leading to the return of a significant number of IDPs to their origins, particularly since January 2022, the ongoing displacement in several regions maintains the high number of IDPs today. The country also hosts over a million refugees, returnee migrants, and asylum seekers from neighboring countries, further underscoring the acute need for protection and assistance. Immediate focus is required on coordination, information management, capacity building, protection, GBV, and PSEA mainstreaming. Consequently, the IDPs are left in poor living conditions and exposed to extreme protection risks. These multiple risks have not only jeopardized the immediate well-being of the IDPs but also hampered long-term efforts towards community self-sufficiency and resilience, exacerbating the vulnerabilities of the already affected populations.

Coordinated humanitarian action is crucial in addressing these multifaceted challenges, ensuring the protection of vulnerable populations, and fostering sustainable solutions for those affected.

The CCCM Cluster remains pivotal in this regard, focusing on improving living conditions, enabling feedback mechanisms, and supporting safe return and relocation of IDPs, while enhancing service delivery through improved coordination and community engagements.

With over 78% of displaced populations residing in host communities or out-of-camp locations, the CCCM cluster in Ethiopia prioritizes expanding its response through an Area-Based Approach (ABA) currently with 10 CCCM implementing partners. This focuses on providing multi-sectoral assistance to displacement-affected populations in specific geographic areas, ensuring a participatory response by engaging local governments, civil society, international and national actors, the private sector, and affected communities. The approach aims to bridge humanitarian response with development efforts, paving the way for durable solutions.
