As the roles of humanitarian actors and local authorities continue to evolve, CCCM’s framework has always provided an adaptable division of responsibilities to be applied based on the capacities of stakeholders in different settings. In this session we will examine, does the CCCM “flexible framework” go far enough, or is more work needed on localization including on preparedness actions, for CCCM to provide the necessary support required to adapt to the needs of governments, national NGOs and community structures?

Without proper transition or exit plan, both camps and clusters can (and often do) continue to exist in limbo until the next crisis reoccurs in the same location and setting. Even when planning is carried out and invested in, challenges are inevitable when it comes to implementation.

This panel discussion asks: Do we, as humanitarian actors, startup system that is geared too heavily towards our own rulebook? Do we make it more difficult than it should be to handover to local actors? Is the “transition” environment the right time to ask these questions?

Can the physical/congestion challenges in displacement sites be overcome through social behavioural changes in preparedness and response to COVID-19? Today’s Q&A is with colleagues working in health, WASH, site planning and camp management. The session invites participants to reflect on lessons learned and best practices that are currently in place in displacement sites to minimize risks and mitigate community transmission of the pandemic.
